Reprogrammed KOS and OSS

Hi,
I reprogrammed the vin numbers on a used KOS and OSS in a Mitsubishi asx using the J2534 pass through drivers however when I goto generate a key file it says unmatched skc ($03) in mut III SE.
What does this mean? This happens with or without a key present in the car key reader.

I thought the driver programs it all from the main ECU so then why this error message?
