unable to open comtol32.dll error

Hello I have a problem i want to change some setting in my 2007 outlander. I ordered mini J2534 adapter installed techstream that was on cd and when I click on connect in mmcodingwriter i get a message "Unable to load library! C:\Program Files\Toyota Diagnostics\Techstream\Bin\ComTol32.dll

why is that? can i get any help?
